Executive Director Robert Schwartz will speak on the panel at the American Bar Association's Midyear Meeting called "Caught in the Crosshairs: Crossover, Dual Jurisdiction and Multi-System Youth."
Panel description: Many youth who are referred for minor misbehavior to the juvenile justice system by schools, child welfare agencies, mental health facilities, or drug or alcohol treatment providers should be served by those systems, rather than by the juvenile court. This multi-system panel will discuss the 10 General Principles of best practice identified within the DRAFT ABA Standards on Crossover, Dual Jurisdiction and Multi-System Youth and utilize hypothetical cases to demonstrate the role of key stakeholders, such as the courts, legal community, education, and child welfare at each stage of the juvenile court process, from referral to reentry.
